City of Dublin Energy Management Agency Company Limited by Guarantee – better known as Codema – is Dublin’s dedicated energy agency. Its core mission is to improve the lives of people across the capital by reshaping how energy is produced and used locally, driving the city toward a low‑carbon future.

Codema brings together a highly‑skilled team that delivers a full suite of services, from energy master‑planning, policy development and evidence‑based research, to supporting local authorities with their public‑sector obligations. It also leads large‑scale low‑carbon and energy‑efficiency projects, provides project management and development expertise (backed by almost 30 years of EU and national‑funded experience), and runs innovative public‑engagement programmes that remove barriers to climate action. In 2024 the agency secured more than €3 million in EU funding for Dublin, underscoring its ability to turn ambition into tangible results.

Working on behalf of Dublin’s local authorities and regional stakeholders, Codema’s impact is measured in reduced emissions, enhanced energy performance and a better quality of life for the city’s residents and businesses. Its work spans day‑to‑day energy management, district heating, energy modelling, performance contracting and citizen‑focused awareness initiatives.
