Empower Local Development Company Limited by Guarantee is a community-focused organisation that drives social inclusion, health and wellbeing across Fingal. Working as the local development company for the county, Empower designs and delivers a wide range of programmes - from free smoking-cessation courses with nicotine-replacement therapy, to the "Connect & Include" campaign that tackles digital poverty, and the "We Can Quit" 12-week support pathway.

The company also champions anti-racist practice, having published a research report on the experiences of people affected by racism and the services they use. Its portfolio of community-led initiatives includes the "Community Food Initiative" for low-income families, parenting workshops, digital media training through the Tús Programme, and a series of self-paced industry courses under the "One Step Closer" service. Empower regularly partners with local bodies, schools and charities at events such as Balbriggan Summerfest, the Social Inclusion Forum and Go Purple Day, reinforcing its commitment to a more inclusive, healthier Fingal.
