The National Oil Reserves Agency (NORA) is Ireland's designated body for meeting the state's 90-day oil-stockholding obligation. It does this by maintaining a combination of oil stocks owned outright and stored both in Ireland and across partner EU Member States, as well as by holding short-term commercial contracts - known as "stock tickets" - that include an emergency purchase option.
NORA's core service is the strategic management of these reserves, ensuring that sufficient fuel is available to safeguard the nation's energy security in any crisis. Its storage network is extensive, covering key sites in Galway, Dublin Port, Ringsend, Poolbeg, Shannon, Tarbert, Foynes, Whitegate, Aghada, Whiddy Island and Bantry, as well as facilities in Derry and Cloghan Point in Northern Ireland. The agency also operates across Europe, with locations in Denmark, the Netherlands, Spain and Sweden, providing a robust, geographically diversified safety net.
